1. For certain hold items, eg. Metal Coat, your pokemon must hold it to level 25 before it evolves.
2. For Stones, you're pokemon must be level 15 or higher to have a stone used on it.
3. For Pokémon that need to be traded: The Pokémon will evolve due to the same reasons as a Pichu would, for example. You'll need a strong bond with your Pokémon.
4. For Espeon or Umbreon, you must use a Sun Stone or Moon Stone on your Eevee, if it is Level 15, or higher. See rule 2.
